It's a makeup that you apply with a small amount of water and it usually dries completely (as opposed to grease paints that stay wet because they're oil-based instead of water-based). It's smear/stain-resistant and doesn't crack. However, it also tends to be thinner so you really have to lay it on thick if you want a bright color, and it's water-soluble so you want to use a foundation underneath to protect against sweat and then use a sealant on top.
